The National Counselor Examination (NCE) costs $275 when you register to take it for state licensure. If you take it as part of National Certified Counselor (NCC) certification, the application with the exam costs $375. Students at participating counseling programs can apply for $335.
The National Board for Certified Counselors (NBCC) runs the NCE, and all 50 states accept it for licensure. This guide explains each pathway, plus rescheduling, retakes, renewal, and study costs. It also covers the new version of the exam that arrives in July 2027.

or $375 with an NCC application, as of October 2026
What Does the NCE Cost by Pathway?
What you pay depends on why you’re taking the exam. A state license is what lets you practice as a counselor. The NCC is a voluntary national credential that you can add on top. Here’s how every fee compares.
Fees
NCE and NCC Fees at a Glance
| Fee | Amount | When it applies |
|---|---|---|
| NCE registration for state licensure | $275 | Exam only, registered through the Credentialing Gateway |
| NCC application with NCE registration | $375 | National certification, exam included |
| NCC application, student rate | $335 | Students at participating counseling programs |
| NCC application without exam | $250 | You have already passed an accepted exam |
| Rescheduling (state licensure) | $50 | Moving your Pearson VUE appointment |
| Late deferral or missed exam (NCC) | $150 | Reregistering for the next exam cycle |
| Official NCE Study Guide | $34.95 | Optional, from the NBCC Foundation store |
Fees published by NBCC and two university counseling departments, checked Oct 6, 2026. Fees are nonrefundable and can change. Full references in the Sources section.
On the NCC route, the exam adds $125 to your bill. NBCC charges $250 for an NCC application on its own and $375 once the exam is included. The student rate is $40 lower than the standard NCC price.
Taking the NCE During Graduate School
Students in participating programs can take the NCE before they graduate, through an NCC application. At Texas State University and Georgia State University, that application costs $335, exam included. Your department sets the registration deadline, so ask your program early.
There’s a trade-off. Texas State notes that official scores can take up to eight weeks to reach you after you send proof of graduation. That wait can delay your license application. NBCC also bars programs from using the NCE as a comprehensive exam or a graduation requirement.
Taking the NCE After Graduation
After graduation, most candidates take the NCE for state licensure and pay $275. You register through NBCC’s Credentialing Gateway once your state board approves you. Your state can give you up to six months to test.
This route is exam-only and doesn’t include the NCC credential. On the plus side, the exam is available every month. You also get an unofficial score report as soon as you finish.
Within 30 days of the end of each monthly testing cycle, official scores go straight to your state licensing board. You don’t need to request or pay for that report.
A state license, such as the LPC, is what allows you to practice counseling. The NCC is voluntary and doesn’t replace it. Check your state board’s exam rules in NBCC’s State Board Directory before you pay any fee.
Which Other NCE Fees Might You Pay?
The registration fee isn’t always the last bill. Changing your appointment, missing it, or failing the exam can each add a charge. These are the costs to plan for:
- Rescheduling: $50 to move a state licensure appointment with Pearson VUE, up to 24 hours before your slot
- Late deferral or no-show (NCC route): $150 to reregister for the next cycle, unless you defer more than 30 days before it opens
- Retakes: a new registration fee for each attempt
- NCC upkeep: an annual certification fee, plus 100 continuing education hours every five years
How Much Does It Cost to Retake the NCE?
A retake costs the full registration fee again, because each attempt needs a new registration. On the state licensure route, that means paying the exam fee once more. You must wait at least 30 days, and your state board decides how many attempts you get.
Some states set a longer wait. New York, for example, asks candidates to wait three months and to submit a new $275 fee. On the NCC route, you can test three times within two years before your application closes.
Are NCE Fees Refundable?
No. NBCC states that NCE fees are not refundable or transferable. You forfeit them if you don’t test within your approved window. You also lose them if you arrive more than 15 minutes late.
How Many Questions Are on the NCE?
The current NCE has 200 multiple-choice questions, and 160 of them count toward your score. The other 40 are unscored field-test items, mixed in so you can’t spot them. You get 3 hours and 45 minutes to answer, with a 15-minute break after question 100.
Exam content
Scored NCE Questions by Domain
| Domain | Scored items | Share |
|---|---|---|
| Professional Practice and Ethics | 19 | 12% |
| Intake, Assessment, and Diagnosis | 19 | 12% |
| Areas of Clinical Focus | 47 | 29% |
| Treatment Planning | 14 | 9% |
| Counseling Skills and Interventions | 48 | 30% |
| Core Counseling Attributes | 13 | 8% |
| Total scored | 160 | 100% |
From NBCC’s current NCE candidate handbook, checked Oct 6, 2026. The other 40 items are unscored field-test questions. A new blueprint takes effect on July 1, 2027.
Counseling skills and clinical focus areas carry the most weight, at 95 of the 160 scored items. With the agreement and the tutorial, the whole session lasts 4 hours and 15 minutes. You can sit it at a Pearson VUE test center or online through OnVUE.
What Changes With the 2027 NCE?
NBCC will launch a new NCE on July 1, 2027. It will have 170 questions, 30 of them unscored, and each question will offer three answer choices. The time limit stays at 3 hours and 45 minutes.
Scores will run from 100 to 500, and 360 will be the passing mark. The new content outline comes from a national work analysis that more than 14,000 counselors took part in. NBCC finalized it in October 2025.
Job analyses are the foundation for developing appropriate certification exams. This critical step ensures our examinations reflect the current and concrete demands of counseling and provide a reliable assessment of an individual's qualifications.

If you plan to test around mid-2027, check which version you’ll sit before you buy materials. The six new domains include legal and ethical compliance and indirect client care.
How Much Does NCE Prep Cost?
NCE prep can cost very little. The NBCC Foundation sells the official NCE Study Guide for $34.95. It contains 180 practice multiple-choice questions with full answer explanations.
Add that guide to the exam fee, and a first-time pass costs about $310 on the licensure route. On the NCC route, the same plan comes to about $410. Courses, flashcards, and practice banks from other publishers raise the total, so compare them before you buy.
Some candidates want a person, not just a book. A tutor can rebuild weak areas such as assessment or ethics, one session at a time. On Superprof, you can compare tutors by subject, price, and reviews before you book.
How Do You Register for the NCE?
You register for the NCE online through NBCC’s Credentialing Gateway. The steps differ slightly between pathways, but most follow this order:
- Check your state’s rules. Use NBCC’s State Board Directory to confirm which exam your board requires.
- Create a Credentialing Gateway account. Log in or sign up on NBCC’s website.
- Register and pay. Pay online by Visa, MasterCard, or American Express.
- Wait for your Authorization to Test. The email confirms your testing window.
- Book your appointment. Choose a Pearson VUE test center or an online OnVUE session.
A paper registration is possible on the state licensure route, but it takes about four weeks longer. It also requires a money order instead of a card.
How Can You Save on NCE Costs?
The biggest saving is passing on the first try, since every retake means a new fee. A few other choices keep the bill down:
- Apply as a student if you want the NCC. The student rate is $40 below the standard $375 application.
- Book carefully. A firm date avoids the $50 rescheduling fee.
- Defer early on the NCC route. Notice of more than 30 days avoids the $150 reregistration fee.
- Start with the official guide. At $34.95, it shows your weak areas before you pay for more.
- Ask your program. Some departments run group study sessions or lend materials.
