When I've tutored in the past, most students would have a set of questions they are already trying to crack. I believe the best way to learn, especially with Math and Chemistry, is to do the problems and understand how to solve it.
We solve it together, check, and if they have questions for how the answer came to be, I explain it to them. We go over it a few times until they are able to answer problems using their own critical thinking.
