About Jeffrey

November 2007 – Current Licensed Massachusetts Attorney
Since 2007, in my private law practice, I have focused in the areas of business, administrative, employment and civil litigation. As a part of my practice, I am trained and experienced at conducting mediations and negotiations. In addition to the ten years I served as the Superintendent/Special Sheriff for the Barnstable County Sheriff’s Office, I regularly applied my training and experience for legal matters at the Sheriff’s Office. In both my private practice and with the Sheriff’s Office, I have extensive experience of successfully working with individuals in diverse settings and cultures.

January 2011 – January 2021 Superintendent/Special Sheriff – Barnstable County
Served as Superintendent/Special Sheriff for the Barnstable County Sheriff’s Office. In this role, I served as second in command for a 340 person county public safety entity. In addition to legal, management and administrative responsibilities, I devoted a considerable amount of time to human resources, instruction at the recruit academies, legal representation, budgeting, organizational planning, policy review and implementation. In addition, I was responsible for ensuring positive relationships with elected officials and State and Federal law enforcement agencies. As a central focus of the Sheriff’s Office is the care and custody of inmates, I spent a considerable amount of time handling grievances from staff, inmates and community members.

September 2007 – December 2020 Adjunct Professor – Cape Cod Community College
For thirteen years, I served as an Adjunct Professor at Cape Cod Community College. During this time I have taught Sociology, Criminal Evidence, Correctional Law, American Government, Constitutional Law, United States History and Civil Litigation. During my time at Cape Cod Community College, I worked to establish a summer work co-op program with local law enforcement agencies and have focused on assisting students with investigating and securing employment in the public safety sector.

November 2002 – January 2011 State Representative – 5th Barnstable District
Served four terms as the elected State Representative for the 5th Barnstable District. During this time I was the Ranking Member of the Committees on Education and Public Safety & Homeland Security. Also served as a member of the House Ways and Means Committee and the Committee on State Administration. In addition, I served as a member of several public safety sub-committees including Governor's Appointee to the Juvenile Advisory Committee, Legislative Appointment to the Corrections Advisory Committee and member of the Massachusetts OxyContin and Heroin Commission.

I believe that I have the responsibility to do more than to teach students a specific subject. My philosophy is all about motivating and inspiring students to learn and think independently. I encourage students to take advantage of resources beyond lectures, textbooks and course materials. I often assign projects that have students interact with resources in their local community. It is my belief that professors who have both a solid formal education and accomplished professional careers in the subject matter are well-respected and inspirational to their students. Teachers can and should be more than knowledgeable; they should be mentors and provide assistance beyond the instruction in the classroom.
